This site has shed some light on what the issue may be: DL numbers are encoded on the card in a field that has a maximum size of 13 digits. While a FL licence number is 13 digits, the letter in fact takes two digits to write numerically (place in alphabet, 01-26. Eg, D is 04), making the number 14 digits as encoded. When a licence number overflows the normal space for this, it's written in an extra field at the end.

In the fix I spoke of above, simply truncating it, it would leave a number missing as compared to what was printed on the face of the card.
As such, my code now checks to see if the known format for the licence number is expecting another number -- if it is, instead of simply truncating the '=' character, it replaces it with a 0. To my knowledge, this should solve the issue. However, I don't have any direct access to Florida driver licences to test this.
I'm relying on a single user report, and until I have confirmation from him that it appears resolved, this will remain open.
